Evaluation of the European Commission’s Cooperation with the Philippines : Final Report ; Volume 1

The evaluation of the Commission’s co-operation with the Philippines is part of the 2009 evaluation programme as approved by External Relations and Development Commissioners and aiming at ensuring accountability for the management of the allocated funds as well as promoting a lesson-learning culture throughout the organisation. The main objectives of the evaluation are: to provide the relevant external co-operation services of the European Commission and the wider public with an overall independent assessment of the Commission’s past and current cooperation relations with the Philippines (2002-2009); and to identify key lessons in order to improve the current and future strategies and programmes of the Commission.
